Is there a possibility to show a transition only to a few specific customer or organization on the customers portal?

I've done this for approvals. You put a condition on the workflow to check for a project role or group. Only those meeting the condition see the transition. You need jira suite utilities, but it is free. Check out https://jsutil.atlassian.net/wiki/display/JSUTIL/JIRA+Suite+Utilities+Workflow+Conditions
