Is it possible to allow say a project manager to have free control over all status changes, and say testers to only change status in accordance with the assigned workflow. If so how?

So if the testers move an issue to the wrong status, the project manager can move the issue to the correct status

Yes, you can put "conditions" on your workflow transitions.  Ones like "user must be in the role of PM to use this transition".  That will simply stop your testers making mistakes, so the PMs won't have to move the issues.
