Workflow property conditional use

Is there a way to use the jira.permission.work.user for users that have the issue assigned to them, or they are an administrator or project manager? Something like jira.permission.work.user=$assigneduser OR Administrator?

I want to only allow permission for people to log work to issues where they are themselves assigned to them, or the user is an administrator or in the project managers group.

I was more after the ability to give permission to the assigned user. Now realise I can give permission to Admin on another lines as I guess that acts as an OR.
