Workflow not updating in Drop Down

I've updated the workflow for my project (in cloud).  However the Drop Down List for "Workflow" for an issue does not show the latest changes.  

It updated sucessfully before because it has a previous group of changes.

I did click on the "publish" button (I went through the entire update cycle a couple of times.)

Oddly, when I choose one of the topics, it shows the old name in the drop down, but after the selection, it inserts the new name.

Other new selections do not show on the drop down at all.
