Workflow actions list size

Currently Jira displays 'Workflow' button. It shows drop-down list of available workflow actions while it is possible to render those actions as one row (apparently, there is enough space to do this):

You can change the number of workflow transition buttons that are displayed and you can also change the order of the buttons. All explained here:
