I am test consultant working at many customer locations and advise on all things texting and in particular defect management.  I would like to install JIRA on a Win7 laptop, can you advise if JIRA will run on this is and if so what are requisite that I need to install to have a fully functioning JIRA for mobile use

As it seems JIRA is being connected to your laptop, any crash on the SO or a "bad" shutdown may trigger some problems on JIRA in case if you are using Hsqldb. For this reason and additional to Teilor response, I'd recommend you to use any of the following DBs:
