Will new 6.3 "Transition Issues" permission disrupt users?

Hi everyone, We're getting ready to upgrade from JIRA 6.2 to 6.3. Will I need to manually update all my permission schemes due to new "Transition Issues" permission? I'm concerned that my users will suddenly not be able to transition their issues as they currently can (via the Browse permission).
