Why workflow is not displayed in issue?

I have set up and assigned two custom workflows which are working fine. However no one from the team is able to display workflows when "View Workflow" is clicked. The popup opens but all it shows is the spinning wheel, forever. All permissions to view workflow are set properly. I am out of ideas about what might be wrong.

When trying to display workflow I get a warning in JIRA log:

/rest/workflowDesigner/latest/workflows [c.a.p.r.c.security.jersey.XsrfResourceFilter] Use of the 'nocheck' value for X-Atlassian-Token has been deprecated since rest 3.0.0. Please use a value of 'no-check' instead.

Seems like a browser related bug, did you try multiple browsers?

Yes, we tested it on Chrome and Firefox on Linux, and on Internet Explorer on Windows 7.

That just looks like a deprecation notice, relevant but likely not a cause for alarm.
