Why would it need to? If the remaining time is not zero, then you can show that you over-estimated it, and a resolved issue would not be reported as "needs more work", so you don't need to include the estimate.
That is, of course, a generalisation, and not suitable for everyone, but it's the default way JIRA works because it's generally right.
If your process needs it to go to zero, you will need to put a post-function on the "close issue" transitions.
What would you then propose for calculating sprint burndown charts? That the query should be smart enough to ignore remaining hours for "Done" subtasks?
