Why "Time tracking" is a default field to be filled when creating issue?

Could someone explain why "Time tracking" appears on an empty detail of the issue that has just been created? It does not make sense and it is quite difficult to rearrange all the screens in order to delete it from the default one and keep it on the rest.

Why the issue creator should enter "Time tracking"...???

This widget could not be displayed.

Lot of people creating the tickets are developers or srcum masters. They might just want to enter an estimate.

Having said that, it is configurable. So you have a choice to remove it.
