I am a project admin as well as a site admin. We are using JIRAOnDemand and have the calendars add-on turned on. I have confirmed I can use the calendar gadget.
The "Add Ons" option does not show in the left hand nav. I've tried to search documentation, I've checked all the permissions, and I can't quite figure it out. The best work around I've found is to add a link to a dashboard where I've added the gadget. However, from screenshots, it looks like you get a better view from the sidebar calendar option.
How do I make it show in the project view?
The Add-on link expands to show you links to your add-ons, It will depend on what add-ons you have with integrated with your JIRA instance, so you may have none if you don't have any integrations.

Unfortunately, the project sidebar doesn't seem to think the calendar plugin is a valid add-on. Presumably this is because the calendar plugin is broken. See https://ecosystem.atlassian.net/browse/JCAL-218. The best workaround I know of is to disable the sidebar entirely, when asked for feedback indicate that the sidebar breaks the calendar plugin and mention https://ecosystem.atlassian.net/browse/JCAL-218, then navigate to the project's calendar page, copy the link, re enable the sidebar and add that link to the project's sidebar's shortcuts.
Maybe it's worthwhile doing this for every single project you have to provide shortcut links for (and mentioning https://ecosystem.atlassian.net/browse/JCAL-218 each time you disable the sidebar).
