Why does user and project import require physical access to my servers?

Our Atlassian products are installed and maintained by corporate IT who does not allow us to access the server file systems. This is typical security separation. But when importing projects (Jira) or Users and Groups (Crowd) I need to place files in certain places on the application server. Why can't they provide a browser upload feature like everyone else? Seriously to move a Jira project from one instance to another I have to create and IT ticket blah blah blah.
Am I the only one that has this issue? I thought these where enterprise ready apps? What am I missing?

Hi Terry,

I can definitley see that as a need and as of now you do need access to the file system to upload certain files.  In light of that I created JSWSERVER-16089 on your behalf.  Please vote on the issue and add any addtional comments to add impact so we can get this added in the future.
