Why does jira add users to "jira-users" group prior to first login

We have a JIRA 7 software installation with Active Directory (Read Only, with Local Groups) integration. We use an AD group membership for identifying eligible users in our company.

As soon as the user is added to this group it gets replicated to JIRA as desired but it is also automatically assigned to the jira-users immediately prior to login. That consumes a lot of unnecessary license seats.

Any idea how this could be solved?

If you have enabled sync between your JIRA and AOD, that is expected.
