Why do we sometimes get a permission violation error on hyperlink - and sometimes not - for the same hyperlink?

I have an Excel spreadsheet with hyperlinked issues in a cell.

If I have a browser open, logged into JIRA, and click on a hyperlink - I get a "permission violation" and it wants me to log in.  I log in and we're fine.

I can then click on a seperate hyperlink...and I get the same problem, yet clearly i'm logged in.

but if I close all browser instances, and click on the same hyperlink - 

      it opens the browser and takes me to my intended issue without having to log in.

What is going on here?

Please go to support.atlassian.com and raise a issue ticket providing your instance URL, screenshot of the error and file and steps to reproduce as well.
