Why do sub task controls disappear for some JIRA issues?

One of my users claims that they have to delete and recreate issues when they don't see their sub task controls on the main issue. When I saw their screen shot, I immediately tought that it was a workflow problem. Does this happen to anyone else?

I am no JIRA architect, so please let me know if this is too generic.

How can I dig deeper to find out what's happening?

That sounds wrong, although there is a hard way to do it in the workflow.

I think you need to replicate the behaviour to confirm it, then look at the properties on each status where the sub-task controls are not there.
