Why close issue require resolve issue permesion?

Really im confused i read in documentation and i  do not understand why the close issue require the resolve issue permession either the transition issue permession? and what mean resolve issue what really offer this permession ?

Resolve issue is for changing resolution. so while closing you may require this permission.

@Karim BelhadjYou  need to  check  the permission scheme,  to  see what  is happening.

You should  know that you  can  customize  the permission  scheme  to  work  the way  you  want it.
