Why can't user edit their work logs?

Everything is configured properly permissions wise and the permission helper tests successfully that the user can indeed edit their worklogs.

What could be the issue? Many thanks.

In Next-gen project or classic project?

In classic project, you need Edit All Worklogs permission.
