Why can't I install the Atlassian IntelliJ Plugin into JIRA?

I am getting the following error when attempting to install the Atlassian Connector for IntelliJ IDEA into my JIRA instance:

"Could not find a handler capable of installing the add-on at atlassian-idea-plugin.jar. Check that the file is a valid add-on."

I am using v3.0.12 of the plugin, and v6.1.2 of JIRA.

Can anyone help me figure out why this isn't working? The installation instructions imply that the UPM should be able to install this directly, but the search only allows me to download the JAR, and the JAR will not install.

Following the instructions under "Download", I just get the error:

"Atlassian Connector for IntelliJ IDEA" cannot be installed by the UPM

That plugin should be installed into IntelliJ, not JIRA.
