Why can't I find the Application Links configuration option on the Jira Admin page?

We are moving from OnDemand to hosted. I am trying to configure the Jira and Confluence integration and am looking for a menu option in admin for 'Application Links' but I don't have this. I see 'Application Navigator' but I don't this is what I need.

Hi Steve,

Since you're comming from OnDemand, can you confirm if your username has both -- JIRA Administrators and JIRA System Administrator permissions? Please try to create the application link using the 'sysadmin' that has been provided for you -- it has both roles.

Thanks. It was not clear who had the system administrator privilege. We were able to figure it out.
