Why can't I add any add-ons to Jira Core?

I'm unable to add/manage Add-Ons for my Jira Core Cloud account. My internal Atlassian Marketplace for JIRA page under Settings is essentially empty, not letting me browse any add-ons. If I attempt to start an add-on trial from the public Atlassian Marketplace page it redirects me back to the empty internal one. Help!

Tough to know for sure from this description, but it may be that UPM crashed.  Is it practical to restart Jira? That would bring it back to life if it crashed. Are there any errors in the logs?

I should mention that this issue applies to Jira Cloud, not Jira Server.
