There are a select few users where if searched, no issues are returned even if they are assigned to a ticket. For one user, the problem seemed to have started when we updated several workflow associated add-ons. However, if I do a filter with that user in the assignee field, all applicable issues are returned, just not when they search for themselves or use the "assigned to me" filter.

Check also that the Global Permission 'Browse Users' is correcly configured
