Why am I not a Site Admin even though this is my Personal Account

I'm using my Free Account for my Projects that I do in my free Time. However, I can't Configure Github since it says I'm not a Site Admin. Could somebody please help me and how can I be a Site Admin? Thanks. Been Stuck on this for Hours

At what step in that documentation are you getting the message?

Hey Trudy and Carlos thanks for getting back to me. I was able to resolve this Issue. I didn't have Site Admin Permissions since I was on a different Jira Instance. After creating a New Instance I was able to Configure Github on that Instance and add my Repo's. Thanks
