Ceratin tasks, like changing workflow schemes for example, can be done only by JIRA admin and not project admin. I am guessing you stumbled upon one of such tasks.

In this case it was about editing project roles, problably the most common use-case for the project-administrator.

Yes, I do agree that workflows should not be editable by the proeject-admin, just because they way they were implemented ;)

Editing project roles should certainly be available. Can you add a screenshot? Are you sure the user is already an admin?
