Why Don't my Jira Group Member Numbers match?

The number at the top of the list does not match the number of users I actually have in the group. There is no second page. Where are the other users in the group?

Hi Denise,

The users that you are not seeing are system users. If the groups that you are checking are, for example, jira-core-users, jira-servicedesk-users, jira-software-users that are the groups that give access to the instance, that's normal.
When you install an add-on, for example, this add-on must have access to the projects and tickets, so they receive a license, but you don't need to worry about that because they will not be billed.
