Why Don't JIRA Administrators Have Complete Access to Boards and Filters?

As a JIRA admin I am confused on why I need a user to share the dashboard or filter in order for me to see it and help them fix it. I would think as a JIRA admin I should have complete access to view all dashboards and filters, even if they are not shared at all. I have many people who need help with configuring these and I have explain to them how to share with me, actually my group since you can't share with just one user.

Hi Cole,

This is an intentional move to enable some privacy for certain filters (for example if the HR department wanted their information on employees to be confidential). We discuss this further in this ticket: JRASERVER-39046.

We do have a feature request open to allow Administrators to manage private filter subscriptions, but it is not currently implemented: JRASERVER-31466.
