Why Co-Administrator can't add/create Users?

Hello JIRA team,

 

I have created JIRA setup & added team of 5 members. In which 2 are Administrators & rest of others are developers.

My problem is,

When my Co-Administrator logs in & try to add/create Users so he/she can't?

OR

There is such option is visible or available of add/create Users for my Co-Administrator.

 

Can you please provide what this happens? And, then what is the use of making multiple Administrators if don't get all access permissions? Please help. Thanks.

Where do you think you have "made them an administrator"?  Have you added them to the admin groups in the user management section?  Don't confuse your Atlassian account for looking after the licencing and support of the applications with the accounts used to use (and admin) the applications.

Yeah, chances are the other administrator is not in the "site-admins" group.
