Why Agile picking up issues from other projects (trying to move sprint)?

This question is in reference to Atlassian Documentation: Unable to manage sprint due to the error 'Project Administrator permissions are required'

We have a board which includes many projects. The projects included I have given admin permissions to appropriate users. But one got this error (screenshot) when trying to move a sprint in the backlog up. The sprint (Mar 2) has one issue, CV-906.Agile Error.png

Filter: project in (CV, INDOEPG, IEPG, CEPG, UKEPG, BRAEPG, ESPEPG, OnConnect, "Gracenote EPG Monitoring System", "KDG Graceland") AND (assignee in (EMPTY, membersOf("ctg emeryville"), membersOf(qa), TriageDLCTGVid, tcwheeler, mdavid, "CTG Ready", acarrasquillo) OR status in (resolved, verified)) OR project = "CTG Video" ORDER BY Rank ASC, key ASC

The projects CEVCTG or AUEPG are NOT in the issues in the filter - why are they showing in the error message and why must my user be admin on those projects?

Have you moved issues from the projects included in the board into the non-board projects?
