While trying to edit default project lead, I am getting error "You must specify a valid project lead."

This is only happening for few users. There are 2 users with same permissions. I can assign one of them as lead, but not the other.

No answer here, just confirming that I'm seeing the same issue too. I encountered this problem by way of trying to change the avatar of one of my projects.

Are they all licensed for the appropriate software? For example, is one a jira-core, and another a jira-software user?

Both users belong to jira-users and jira-developers group.
