Whether one can raise Tickets from Trello and same can be tracked in Jira

Am a New User at Jira however would like to know how to raise the Ticket in Trello and get same tracked in Jira Projectwise as per date of raising ticket. Or is there a need to use Jira Service Desk Application for same

If you are using Jira Server, you can use marketplace addons like "Trello Connector for Jira Server" : https://marketplace.atlassian.com/apps/1218011/trello-connector-for-jira-server?hosting=server&tab=overview

This addon can help you with creating of Jira issues from your Trello boards.

You will need to add something to Jira or Trello that enables communication between the two.  Take a look at the marketplace for Jira  if you want to do it on that side and search for Jira in the power ups option in Trello
