Hi!

JIRA-Microsoft VisualSource plugin was compatible with JIRA 3.x only. URL can be found https://studio.plugins.atlassian.com/wiki/display/VSS/JIRA+Visual+SourceSafe+Plugin

Thus, this plugin is incompatible with the recent JIRA version. You might want to migrate to Git,Subversion,BitBucket,Perforce etc since JIRA can be integrated with this directly or indirectly via FishEye.
