Where should I put new icons?

I need to create a few new icons and I usually put them in \target\container\tomcat6x\cargo-jira-home\webapps\jira\images\icons. It is working, but this is not the right place, because when I upload the plugin they are gone. Where should I put them?

Ideally, they should be part of the plugin and should be added as a downloadable resource.

Workaround is to add them directly to JIRA_INSTALL/atlassain-jira/images/icons folder.
