Where do I set Application Access?

I can't find this panel under User Management in JIRA 6.2.4.

You need to edit the status of a user (one by one):

User Management > Users >  Click on a user > Action > Edit Profile. Then ''uncheck'' the Active checkbox.

Remove people from the list of active users so I don't get pushed over my license limit.  If this is just for Cloud I can look for another solution.

The section ''Application Access'' is only for JIRA cloud. 

Can you explain what you need to do ?
