Where can I find the jira-config.properties file?

My team has JIRA 5.0.2. Where can I the find jira-config.properties file? I'm interested in trying some customizations for displaying an Issue or, more precisely, how sub-tasks are displayed in an issue.

It should be under JIRA_HOME folder. If you don't have a file already, create an empty one and start adding the properties you are interested in.

This would suggest then that this is setting properties for everyone who uses that instance of JIRA, correct?

If so, is there a way for a single user to customize something just for themself?
