We are working on a project and there are about 4 Project Scope, but now we need to create another one.
Where and how I can create another Project Scope, to be displayed in the list when I will create an issue for the project?

Assuming project scope is a custom field, use admin -> custom fields to find the "configure" option for the field and add the new options in there.

Yes, sorry, you log in as an admin, then go to the admin area using the admin cog next to your profile picture.
