You do not.

You need to migrate all the assignees and reporters to other user IDs if you wish to delete a user account. Status of the issues is utterly irrelevant.

There's a standard approach though - don't bother deleting them. This way, you get a proper clean audit trail, you will still know who the user was (in some circles, that would actually make it illegal to delete a Jira user!) and you don't have to do much work.

If you do not delete a user, you should

  • Rename them slightly to make it clear to us humans that the account is dead - add "inactive user" or something to the end of their name
  • Remove them from ALL groups and roles. That will stop them being assigned new stuff, named as a reporter and so-on. Most importantly, they will not be able to log in, and hence will not use one of your licences
  • Set their email to something your email servers know to bin, so that if they do get any email from Jira, it gets binned

I just did what you have suggested.

But the Number of Licenses remaining is still the same?

That sounds wrong. Go into Admin -> global permissions and look at the groups named for Jira System Administration, Jira administration and Jira users. The number of users in those three groups should add up to the number of licences used (bear in mind it de-duplicates - I'm in all three, several times in the Jira I've got open here, but I only use one "seat")

Check that a user that you've just deleted is definitely not in any of those groups.

If you're using external user management though, there might be a lag while groups are updated?

If you view the user, there should be a setting for Application Access; this determines the license. Make sure the box is unchecked to remove this access.
