p.s. that's for Cloud. Server versions will still have it until 7.0 is released.

Link to the official notice on removal of SOAP XML RPC services is here, but in summary

https://developer.atlassian.com/jiradev/jira-apis/jira-api-status/jira-rpc-services/jira-xml-rpc-overview/soap-and-xml-rpc-api-deprecation-notice

Cloud

    • SOAP and XML-RPC will be removed from JIRA Cloud on July 6 2015 and in version 7.0 for JIRA Server

Server

    • SOAP and XML-RPC were deprecated in JIRA 6.0
    • SOAP and XML-RPC will be removed in JIRA 7.0
