I suspect the configuration for the ones that are not appearing is different to the configuration for the ones that do.
If the workflow or fields are different, you can't change the issue type with a simple edit - you have to go through validation and mapping, which is only triggered by using "move issue" (to the same project)
You need to add those types to your Projec'ts Issue Type Scheme, too.
