I have created new issue types and I can only still select two from the drop-down list below.

Thank you for any light you can shed on the matter.
I suspect the configuration for the ones that are not appearing is different to the configuration for the ones that do.
If the workflow or fields are different, you can't change the issue type with a simple edit - you have to go through validation and mapping, which is only triggered by using "move issue" (to the same project)
