You'll need to find or write a listener or automation that can pick up the change and psuh the issue through a transition.

Yes, although I'd have a look at the automation add-on to see if that can help, or, as usual, ScriptRunner can do it.

Can we restrict an issue type to particular group in jira for creating and closing an issue?if so how.

Not for creation without code. However, for closing you can put a condition on the close transition that only a group or role can execute it.
