When an attachment is added to an issue with a comment, does not fire a notification

When a user adds an attachment to an issue, they can optionally add a comment.  When they do, it does not fire a  notification.  Can I control and fire a notification when an attachment is added ?  (Beside the update issue notification which created an over notification problem.

Hi Jeff,

Currently there is a feature request (https://jira.atlassian.com/browse/JRA-1898) opened to add this option to JIRA. However, I believe that you can test this suggestion to achieve notifications for file attachments only.
