When adding a new JIRA user, that user does not receive any email notification

The user is new to the organization, he had his designated company email address. we tried deactivating and activating the user, try to rend the email. Still it does not work.

Hi there, 

Can you let us know if you're on Jira Cloud or Server? If on Server, can you confirm you have enabled outgoing mail? Do other users receive their invitation emails?
