When a story is closed can all subtasks also be closed at this time (with a warning)

If you use JIRA Agile, there is an option to it. Without that, you will need some customizations on your end.

I do use jira agile but cannot find the switch! can you point me to it?

it is not a switch. Configure the board to use swimlanes based on Stories. You will then get an option to close the parent story when the last subtask is resolved. Note that you won't be able to move stories with subtasks, from one column to another, in this setup. Stories without subtasks can still be moved.
