QAlity Plus is free up to 10 users on the Cloud instance.
Please note that if your organization’s instance has over 10 users, or if you only want 10 users from a higher amount of e.g. 50 users in a organisation to have access to the application, then the app is billed for all users within an instance.
Alternatively, QAlity Plus on the Data Center instance starts from USD 500 up to 50 users.
In short, if your whole organization has up to 10 users on the Cloud instance, then QAlity Plus is free of charge, however any number of users over 10 will require a subscription payment.

In such scenario, as it was mentioned in my previous reply, the app is billed for all users within an instance (60 people in your case).
The price for the cloud version of QAlity Plus for 60 users will be USD 90 monthly. This can be verified on the Atlassian Marketplace:

Then you will have to license QAlity Plus for 60 users.
This is how the license model in Jira or any Atlassian tool works, 3rd party app need to be of the same license tier as the number of user that can access the application.

Install the app in your instance, your credit card provided in billing will be charged.
