What is the best way to track the Atlassian application licenses per user on a server environment?

I am in a rather large banking organisation and need to find a solution to keep track of the following metrics:

1. What Custom Group each user is a part of 
2. What company is each user a part of
3. What team is each user a part of
4. What business cluster each user is a part of 
5. What application license is each user using
6. What addon is being utilised by each user

The reason this is necesary is for interal billing of the licenses within the organisation, we need to find a way to identify all these metrics to be able to keep track of the licenses needed etc etc.

Any and all assistance would be greatly apprecaited.

The Insight add-on for JIRA (by Riada) would allow to model this information set. 

(I'd guess manually entering all these will be the most difficult part.)
