What is a "compatible" field configuration or workflow association?

I can't change the type of an issue from the edit screen. The message says "There are no issue types with compatible field configuration and/or workflow associations."

What does it mean for a field configuration or workflow to be "compatible".

It would seem they are compatible, as moving it just keeps everything the same, except for the type. It's a lot of clicking to make a single choice.

Step 1: choose the new type; the status is the same

Step 2: worthless

Step 3: worthless

Step 4: worthless

They have to be identical.  

In the screenshot you've given, you would need to have Bug and Feature using the same workflow.
