We've had customers report they are not receiving notifications and we are seeing SPF fails.
I'm in the same position as you, we're just setting JIRA up and have started seeing SPF fails and found that listed IP range which I'll use for now.
I can at least confirm that the IPs we've seen them send from so far are on that list.
I've also just seen somebody else has already asked them to provide and maintain a custom SPF record for us to 'include' - https://jira.atlassian.com/browse/JRA-62199 - worth another vote to try to bring it to their attention
