What determines the stacking order in a cumulative flow diagram?

I have a cumulative flow diagram. It started out well. It shows To Do, In Progress, and Done work in a graph that grows over time. To Do is on top, In Progress is stacked  under that, and Done is on the bottom. 

Now, just recently, "In Progress" part of the stacked area graph is appearing on top. Why?

That is not how a typical CFD should appear.
