We experience a big difference in JIRA website performance for colleagues in different countries (eastern Europe vs western-Europe). Can this be explained/solved?

Colleagues in Romania experience JIRA website respones taking over 8 seconds on average for each action they perfom. In the Netherlands we experience more in the range of 3 - 4 seconds response times. Our Romanian colleagues find this performance frustrating.

Is there something that could explain this or solve this?

We use the same JIRA software cloud installation.

Any web based application is at the mercy of network speed. If you go over any public part of the network, as most do, it is out of your control. I used to work at a place with locations around the world. They tested performance in a U.S. site to get a base response time. Anything routinely longer than the base time is in the network.
