We are planning to implement Federated SSO to JIRA Cloud using OKTA. Does JIRA(Atlassian) Cloud support SAML or OAuth?

No.  Cloud cannot be hooked up to external user systems.

Atlassian are looking at allowing external systems (LDAP first is my understanding) to be used as Crowd directories in Cloud, but my impression is it's not going to happen soon.

It does SSO via its internal implementation of Crowd.

If you need this integration, I'm afraid you need to move off Cloud, and also find an SAML system that can be deployed to provide the integrations you need.  (Disclaimer, I work for a partner who has such a system.  We are not the only one, so have a look in the marketplace)

We are using Server versions on AWS and plugins SAML Single Sign On for JIRA and SAML Single Sign On for Confluence. 

We have evaluated several options. Best so far.
