we are not able to view the active sprints when we change jira language to Japanese could you please resolve this issue..

Welcome to the community.

I see similar issue is reported for cloud instance https://jira.atlassian.com/browse/JSWCLOUD-18870, but not for Server/DC with Japanese language. 

Also I see similar issue is document for German language. 

I would suggest, please raise support ticket in  https://support.atlassian.com/customer/servicedesk-portal

We have the same with Dutch language, Jira software version 9.12.4. DC version
