WHY JIRA Cloud custom fields are not added to ticket screens of newly created projects ?
even if their setup show they are associated to all default screens and are available in Global context ?

The Default Screen is just Jira's standard screen; it doesn't always get used during creation as it can be the Kanban Default or Scrum Default (neither of which are configureable).
As an alternative, if the projects share the same configuration across the whole project settings, you can:
